I spent a week without Priority mode and the feed was much worse.

However, I recognize that I’m likely missing messages from people who are excluded from Power Badge from one reason or another.

I wonder if there is a rating system (e.g. Uber driver stars) that would help filter user quality with more granularity.

It's a tough problem and often times the roads lead back to the same problem with power badges: influence is concentrated to popular incumbents.

If it's an evenly weighted ranking then the bots flood in to rate each other.

New users might cast into the void for a bit but by doing so they'll build a verifiable reputation in topic(s). We just need ways to allow those streams of content into your feed.

It becomes less about finding a way to get specific users into your feed and instead getting specific topics into your feed.

I think there's another avenue for engaging with non popular users that will be based on more proactive discovery and specific topics.

Proof of quality content.

Not "show me globally highly rated people"
Instead "show me people that have proven to cast about ____"
