We wont be building a chain but theoretically someone could.

Optimistic rollups could definitely use Jolt (or other zkVMs) as a strategy for efficient and auditable fault proofs, or to convert fully to a zk rollup.

I'm personally pretty excited about non-blockspace applications as well such as light clients.

Jolt launched today so little has been built with it yet. Any program written in Rust (in no-std) can be proven with Jolt.

No new compiler target or custom ISA. Jolt targets RV32I due to the relatively small instruction count. There is a small constant engineering cost per instruction.

Is it targeting some standard ISA for the VM, or did someone over there build a whole new rust compiler target for a custom ISA?
