I think he was trying to find a nonverbal expression for “my heart goes out to you” and overwhelming feelings and messed up.

I would not refute the possibility that he precisely said "my heart goes out to you" for what could be claimed to be the original roman salute.

but even an ironic wh40k salute still implies singleminded devotion, something I always felt cheapened the mandatory pledge of allegiance.

The full clip shows him saying "My heart goes out to you all," and with that context, it makes more sense - he is throwing his heart out to the crowd.
