I guess this technically already exists as EB-5, heโs just changing the rules from investing $1 million into a U.S. business to paying $5 million directly to the U.S. government. But the idea stays the same, it was always for sale and a route that many sketchy individuals with tons of money have used.

There are several countries that ask for a monetary fee to gain citizenship. Some add on extras like establishing a bank account and purchasing real estate with a waiting period. I dunno.. this new "gold card" reeks of corruption
