changed the name to "builder awards" from retro awards. also adjusted down the per quarter nouns awarded to 4 instead of 10.

I think establishing the new cultural norm of retro-ing nouns to our best prop builders is an important thing to nail down while we have high alignment here.

Difficulty level should increase progressively imo

- Small Grants, Experimental (<5 ETH)
- Grants, Professional (5-50 ETH)
- Grants, Enterprise (>50 ETH)
- Nouns Builder Award

Frequency of builder award should be lower than number of enterprise props passed per quarter. Would be good to check analytics there.

Just to add a note here, I meant checking analysis as a sense check, definitely agree not making it dynamic / coupled since that usually leads to too much complexity. But also, interesting idea. Makes me wonder about other cascading proposals based on health / metrics of the DAO if/then onchain programming for funds

interesting idea to tie it to the amount of large props passing but I think making it dynamic too much work for the time being and we should prob just choose a number with some consideration of the past history
