changed the name to "builder awards" from retro awards. also adjusted down the per quarter nouns awarded to 4 instead of 10.

I think establishing the new cultural norm of retro-ing nouns to our best prop builders is an important thing to nail down while we have high alignment here.

What do you think of adding some Propdates element ? Maybe for Q4’23 only props that have submitted an update are eligible ? Or Propdates is part of the criteria?

interesting idea to tie it to the amount of large props passing but I think making it dynamic too much work for the time being and we should prob just choose a number with some consideration of the past history

Difficulty level should increase progressively imo

- Small Grants, Experimental (<5 ETH)
- Grants, Professional (5-50 ETH)
- Grants, Enterprise (>50 ETH)
- Nouns Builder Award

Frequency of builder award should be lower than number of enterprise props passed per quarter. Would be good to check analytics there.

but just airdropping tax liability bad no?

Minor point: the help with taxes should ideally be in USDC rather than ETH
