What am I missing in the article? It’s mentioning a partnership with Мобильные ТелеСистемы — I’d assume they have a relationship with the government (who doesn’t in Russia, you’re kind of forced to), but what about the deal means what you say it means?

mts is virtually owned by russian government and now tg gives the government mapping between phone numbers and tg accounts then you can match phone number to other data from other sources and boom you have a mapping between tg account and your home address

ah, gotcha. this is one of the things i dislike about signal – though not the worst of things. at least signal has E2EE for group convos, even if an inefficient model.

fair enough, thanks. my phone number is tied to my current home address via various sources (gov biz registry, shipping companies, online orders, KYC) either way so it *still* doesn't affect me in any meaningful way. what i can do is change my telegram phone number to minimize the risk.
