At the moment decentralized attestations are at best poorly thought out and easily gameable, but I have no doubt that this is the solution that has the best potential to scale for DAO communities

If a DAO tokens’ price is tied with its decentralization than free-market will handle it. Otherwise no need to try, it will just centralize over time. DAO are only make sense if there price is strictly tied to decentralization.

This is a matter of human nature and this is the same in any financial market. Whales may potentially control the scene but it's about finding a balance. If the future development of the DAO doesn't align with expectations, you leave, much like when a project doesn't match your investment logic.
