This is strictly available only to non profits, universities (esp HBCUs) and local governments. Partnerships with private industry to receive any grant money is essentially a local politicking game, thereβs no direct channel to actually receive a grant as a tech business in one of these tech hubs. Kinda broken.

The "resource allocation" problem sure is alive and real! Other countries do this to try and emulate America that has Silicon Valley. Then America does this, which has Silicon Valley! Principal Agent problem...bunch of "agents" in govt. tasked with a problem of stimulating "something" do the usual - this sort of BS.

The belief is that local communities know better how to spend money, but realistically they donβt so it becomes a grift

Totally - in fact the incentives "generate grift" (people that would otherwise not grift, can't help but distort their ethics to fill out wrong-headed grant application forms). Inventive design is serious, capital "D" design problem. Mids gonna mid (jobbers with purse strings).
