Your 2nd sentence = truth. 
Your 1st…data has intrinsic value, especially to its subject, and data’s use - and especially the choice whether to use - should almost always sit with the subject.

What makes data valuable is what you do with it, not the data itself.

Just collecting it and selling it is the least useful thing you can do with it.
