Not a dumb question, I was wondering this earlier too I think it’s truly a “public good”… Some have tried monetizing testnet tokens, but that’s a bad idea for many reasons

Testing the network and their infra You don’t need super strong incentives to keep a p2p network running smoothly. BitTorrent is a great example.

There are little to no incentives for the general public to process blocks on testnets. Those networks are provided mostly for free by the EF and the broader Ethereum community for testing. It's a public good.
