What you wrote applies to any chain at that scale. Block space is limited. But like the internet not everything will or should happen on one local network, there will be a backbone connecting local activity together and only Ethereum right now is set up to do that.

Need to give a shout-out to Tezos here with their enshrined rollups which to some extent are ahead of Ethereum from a technical perspective. I'm routinely getting into arguments over this with Solana people, where I say "eventually you'll experience scaling issues and blockspace limitations" and they just make fun of me. And I'm not saying this to diss Solana. It's just the reality that all resources are finite.
