Both will be challenged in courts. The TikTok ban is more likely to not be enforced because the Executive has pretty broad discretion over enforcement actions, but acting on the ending of birthright citizenship will be challenged in courts at every step and will certainly lose.

Yup agree — apparently in the tiktok ban law there was a provision for this kind of delay so that one is fine. Birthright citizenship is Constitutionally protected so that one will be in the courts for years.
