Both will be challenged in courts. The TikTok ban is more likely to not be enforced because the Executive has pretty broad discretion over enforcement actions, but acting on the ending of birthright citizenship will be challenged in courts at every step and will certainly lose.

I think more the argument here is amending a constitutional amendment is a different process, but most people making this argument depend on the court siding with the precedent of us v Wong Kim Ark
