Recommend getting a pair of Yubikeys (at least two), and add TOTP authentication using a different service (preferably synced somewhere), not logging into Google Authenticator, as that could leave you in a Catch 22 if you ever lose your phone, and then can't log into the Authenticator app on the new phone.

Exactly, if it's just some issues with the service, then you can get good help, but if you locked yourself out, and can't verify your identity with the existing methods, then you will not get in.

I volunteer in a non-profit organisation that has had their funds locked since early last year, and while talking to the PayPal legal reps had it frozen for another six months, again for no valid reason.

Even if you do reach the support, PayPal can just decide to freeze your account, for any reason, and there's no way to get your money, unless you can convince them to unfreeze it.

Of course, if the user kept it up to date, just like they should have with the phone number. 2FA adds another option, but only if the user keeps it up to date.

Keep your recovery options up to date. Preferably also activate 2FA, and keep that up to date too. It's that simple. Your account, your responsibility.

Nope. That's not how the system for consumer Gmail works. It's 100% automated. Google Support can't help. It's technically impossible.

The plan is to NOT ever lose access to my primary accounts, as those are used as recovery email for everything that doesn't offer 2FA!

Unrelated 2FA is the way, then you will not be asked for verification, as the 2FA takes care of that. I love my Yubikeys! I have several, and I add them all to wherever it's possible, and then I also add Authy.

Yeah, never use an app/service from the same service, which requires you to log in, as the backup for your primary account/s.

Or the user can just take care of their recovery settings, or add 2FA... and then make sure that they of course take care of the 2FA method!

For consumer Gmail accounts you will never reach an employee, and even if you did, there's nothing they can do. Only paid Google Workspace accounts have the support to be recovered by other means than your recovery options.
