I suspect it's something like that. People love to say that it's just statistics to make it sound less impressive, but stats can be awfully powerful when you're throwing around billions of parameters.

i agree — it's becoming uncontroversial that the neural nets these generative models are built on are storing models of the world in order to predict the best next token or to create the best pixel configuration based on the request the fact that those models of reality are still primitive is what causes the 'bugs'
