How do you decide which chain to build on?

Base is definitely the "go-to" nowadays, but why? It's not TVL because Arbitrum has a lot more and Base was the preferred long before it got to #2 in TVL. Users? Maybe but I don't see many solid stats backing that.

From my POV, it feels like its just vibes? But why? Doesn't it make more sense to do a thoughtful analysis of which chain is ideal for an app's needs?

I think everyone who is mentioning about Base providing the most distribution is also kinda wrong because TON has even more distribution...
