Yeah it’s unfortunate. I actually think in some cases, Japanese folks in their mind are actually trying to be nice as they think they won’t provide you a good experience without English, but it’s counterintuitive. These cultural slip ups happen often in a 90%+ ethnically homogeneous country.

Racial discrimination is illegal in Japan, however you can discriminate by nationality. One guy was denied entry to an onsen in Otaru (it's a port city, the Russian sailors annoyed the locals). He naturalized (now called Debito Arudou), was denied entry again, sued them and won

segregation ended in 1964. it was also important to the Japanese to have racial segregation in 1945 so that they could kick out the former colonized subjects (korean, taiwanese, etc) that were still in the mainland but in a nationality limbo.

its unfortunate but cultural differences btw Japan and the Western world, and even some other Asian countries, are huge. Once you adopt to the culture there are no boundries but it take insane amount of time and practise.
