Indeed, not efficient in being quick at making decisions but at making the right ones for the long term growth of the protocol/project

efficient and governance aren't antonyms, but they are close

Can you provide some details? What is the group trying to accomplish? Who are they? 

It's impossible to say one governance framework is more efficient than others  when we don't know the context.

I'd say OpenGov is the best one even if it's faaar from perfect (that's the definition of a gov framework) ✅
