Agree with @lsn interpretation. If everyone is poor, everyone is equal. But the authors do not say this. They say that there is a better starting position in Europe than in the US. In a way they make the point that redistributing wealth has limited impact/is less important than the level of inequality that exists at the start. While the result is the same, the impact one policies will be different (eg: fixed salary for all) @naomiii 2 authors are working at French universities & last one at World Bank/World Inequality Lab (“redistribution coordinator”). But also French. The French paid for it

Basically this seems to be saying that Europe just has fewer rich people Making this a classic example of compressing the potential of high earners in order to minimise the gap to low earners (who in turn are poorer than low earners in the US)
