I think they might be real notifications of a new account following you just the follow section is buried a few sections below other stale notifications

It's been driving me insane, I tried to turn off notifications for new followers in settings but didn't see that option

I can see this. It's a little crazy making. I feel weirdly better knowing they might be at least real in some sense (vs totally fake)
