Not the answer to your question, but I once talked to someone from NYDFS which issues bitlicense. Their policy was none of the people who work there could own crypto. Horrendous policy

Thanks for the tag @j4ck.eth *None of this is legal advice, and I am not acting as counsel for anyone in this regard.* No easy, straightforward path. One avenue is legislative, but it would require the will of NYS lawmakers to pass a new statute overruling or substantially amending the BitLicense framework. And it would need significant support from elected officials. Not sure the political will is there. Other path is regulatory and DFS would need to revise key provisions or adopt a less burdensome approach. Perhaps industry advocacy could make some inroads to persuade them. But an outright appeal is highly unlikely.
