What other way will robots verifiably communicate with other robots that they don’t know whether they can trust or not on their sensor data / location etc?

and then put it on a rover so that it can move around earth and other planetary bodies

I agree but sometimes I wonder if this is even philosophically possible.

In theory every physical object is already unique on many levels, and so doesn't fundamentally need something like a chip, but really hard to verify
