2) a reinforcing cultural feedback loop that took decades to develop

It’s like trying to build another CBGB. 

Ecosystems and scenes never happen by design. Can only be organic / happenstance. 

Case in point - the failed attempts at building any kind of cultural impact through the multi-million dollar government funded Sydney Startup Hub.
