Totally, could just be a matter of bookkeeping. As far as public goods grants go, QF or direct, a for-profit company can raise funds for a particular public goods project, similar to how 501(c)(3)'s can receive tax-deductible donations, but only use such funds for certain purposes.

The challenge here is that those who have already raised millions are in a better position to take risk and to create public goods with greater impact due to available resources. How do we account account for that ?
