It could! You just wouldn't be able to take advantage of many benefits of being onchain. You'd have to treat the tokens representing equity interests as securities, so they wouldn't be freely transferable, composable in DeFi, etc. So there's not much point to it right now. (Hopefully someone comes and proves me wrong)
