From an accessibility standpoint I always err towards functional text always being visible It's also easier to manage since mobile doesn't have hover states so you'll have to think about that too

depends what you want the vibe/aesthetic to be. not sure how the left handles mobile. feels cleaner if you get it right, but hard to get right (might need some transparent black overlay btwn the image and text to make it more readable)

hovering tends be really annoying, especially when trying to scroll quickly across a larger board more visual queues help.
