what causes gov websites UX to always be so bad? i'm renewing my driver's license and it's just an incredibly bad and outdated website why is this always the case?

Government doesn’t always build their own software. They (and other large orgs) buy it from lowest-cost providers who build software to check boxes, not make it easy on users.

That’s a gnarly one, I bet. πŸ˜… I’d guess there’s a team that runs the site itself and integrates with others for specific functionality (processing, etc), but NY is so big they might have their own. And to be fair, govts have it incredibly difficult with so many people to please.
