what causes gov websites UX to always be so bad?

i'm renewing my driver's license and it's just an incredibly bad and outdated website

why is this always the case?

bureaucracy makes things move slow, better incentives for top designers in the private sector

right, i guess they also don't have to compete so it can just be bad bc it's mandatory for people to use it
