I have a q: how does time play into the warpcast algorithm? Are there any parameters that are time related?

I never saw any feed algorithm that does not consider time somehow. 

But warpcast backend algorithms are closed source so, unless they are made public is all speculation, and no one can give you a definitive answer. 

I think this is a better question for the /warpcast channel.

Haha definitely. I was wondering if there was something around time being local and not timezone based because I see stuff that's at a weird offset of 12-22 hours a lot

unfortunately don't have an answer to your q other than anecdotally it feels like it takes a couple mins for it to sync and the first people to see 
also feels like you can see when people wake up because the reactions come in waves
