What features could increase accountability for teams who receive grant funding?

I think a big part of the task for accountability is actually on the org providing funding. Just giving away money and saying "be responsible" isn't really helpful. Putting onerous metric tracking obligations on recipients who are focused on shipping isn't really helpful. I think grant orgs need to have skin in the game so they become accountable to themselves.

That being said, there are basic project responsibility habits that grant orgs could lay out for recipients, like providing project/milestone/task tracking tools. What if grant orgs provided an entire suite of tools and training to help incubate their recipients into becoming more effective at shipping and tracking. Let's go even further; grant orgs could provide skilled professional services to accelerate results from their recipients. When you start focusing on provider responsibility it starts getting really interesting.

Probably varies greatly from grant ecosystem and project. Basic things like payroll management, essentially HR stuff, accounting, legal, administration, executive suite roles, all the way to project management, developer assistance... Will have to do some research on projects that received grants to get feedback on what their biggest roadblocks were.
