What features could increase accountability for teams who receive grant funding?

@gitcoin is working on a workshop around this topic. But on a high-level the most simple thing to do is "milestones-based payments", little overhead, and it is up to the grantee to deliver after the grant is approved.

I think a big part of the task for accountability is actually on the org providing funding. Just giving away money and saying "be responsible" isn't really helpful. Putting onerous metric tracking obligations on recipients who are focused on shipping isn't really helpful. I think grant orgs need to have skin in the game so they become accountable to themselves.

One of The only solutions is delegates with subject matter expertise keep them accountable, if teams ship delayed get paid. Win win

Escrow type mechanisms that pay once the work is completed is the fairest and most straightforward, imo.
