why have names for every chain. don’t we already have ENS.

I think it's mostly marketing + cost

hopefully ENSv2 brings ENS usage to L2's and makes ENS useful again.

I think base names are great marketing, imo. New users typically gravitate towards platforms like coinbase. 
From there, the rabbit hole begins. 
➡️ coinbase wallet ➡️ base name ➡️ ens

My first (and worst) digital identity was on UD and I didn’t know anything else existed until the ens token got listed on major CEX. And so the rabbit hole with ens began.
