What feels unclear to me is what actually captures the most value onchain and what that's represented as.

Is it the model, tools, outputs, prompts or some combination of all of them?

I think the convergence between the two is when crypto will be the validation layer for AI agents. 

In a world with every business using AI agents for customer service, you’ll need crypto to validate that the AI agent/customer service you’re engaging with (i.e this is Walmarts AI CS and not an imposter)
