I dunno, Chavez did it pretty well overall. I actually visited the country, and he implemented great communal practices and upskill initiatives in poor neighborhoods. Despite assassination & coup attempts, despite US-funded  paramilitia, they were still doing OKish until he was gone. Maduro had the same challenges but he played into US's hands a lot with his authoritarian practices IMHO.

You could say we were doing okay, but things were never truly good. The problem is when things go bad year after year, it eventually creates a snowball effect. Maduro accelerated the decline, but it all started during Chávez's presidency.

i've never been to venezuela, so can't comment on that
