I dunno, Chavez did it pretty well overall. I actually visited the country, and he implemented great communal practices and upskill initiatives in poor neighborhoods. Despite assassination & coup attempts, despite US-funded paramilitia, they were still doing OKish until he was gone. Maduro had the same challenges but he played into US's hands a lot with his authoritarian practices IMHO.

Calling the regime "socialist" conflates very different things - economic ideology and state governance. A strongman government that suppresses dissent with extrajudicial violence is just that no matter what economic ideology it brands itself with. Plenty of examples of fascist pro-US regimes in Lat Am history.
