Should Nouns expect/ encourage people and projects to be active contributors before they submit a candidate or prop? Asking because we're in a race to 0 for mints and treasury.

I don't think so. This is not the PTA or an after school club, we are a decentralized group trying to fund ideas with the highest impact and those are completely separate to whether the person is expected to be a good community member. It would be an artificial limitation that would decrease the quality of our pipeline. Gatekeeping the Treasury to active community members is just the opposite of what Nouns has always been. Everyone is a Noun if you act Nounish, there is no purity tests.

Furthermore there is no way for you to tell who is an active contributor or not. I bet you can't name all the people doing good work for Nouns Japan or Nouns eSports or the team working hard at Nounish. Are they players playing for Nouns and the artists editing videos at eSports not active contributors? Just because these people don't hold a noun, don't vote, don't post into Farcaster does not mean they are activity contributors. Those activities are actually lower value than what people are doing in the field. Finally many of our most treasured Nouners are working hard on their projects, delivering and are not always deeply embedded in the community.

I understand that Nouns has always been this way, but sounds like complacency that can lead to accelerate the end of this experiment. I'm asking these questions because it might be good to evolve what Nouns has always been to what it could be.
