Should Nouns expect/ encourage people and projects to be active contributors before they submit a candidate or prop?

Asking because we're in a race to 0 for mints and treasury.

I don't think so. This is not the PTA or an after school club, we are a decentralized group trying to fund ideas with the highest impact and those are completely separate to whether the person is expected to be a good community member. It would be an artificial limitation that would decrease the quality of our pipeline. 

Gatekeeping the Treasury to active community members is just the opposite of what Nouns has always been. Everyone is a Noun if you act Nounish, there is no purity tests.

I understand that Nouns has always been this way, but sounds like complacency that can lead to accelerate the end of this experiment. I'm asking these questions because it might be good to evolve what Nouns has always been to what it could be.

It's the most exciting DAO I've ever contributed to.

I still have a growth mindset about Nouns.

I don't disagree with your underlying principles, I just think gatekeeping proposals is not it. Though I do support people being more discerning on what passes. 

I feel the Nouns meta changing.
