As in, can a meme survive forever if it’s not rooted in some kind of truth or evidence?

IMHO the enduring faith-based beliefs (e.g., religions) are still based on some universal truths

They just built an entire narrative (& often verbose) scaffolding around those truths in the form of fables, legends, parables, etc

Whether stated positively (do to others what you would like done to you) or negatively (don't do to others what you wouldn't like done to you), the Golden Rule is the universal cheat code to human ethics, the TL;DR to every religious doctrine and belief system out there.

Everything else is just franchise dressing.
