hmm my comment about “penalized” being charged came from a feeling that it implies fault and blame

then again people talk about a “tax penalty” without fault/blame so I can see how it’s kind of ambiguous

anyways I get that the issue has been politicized, and I know there are other ways to address congestion. but as an econ nerd I really think it’s the best solution

taxing externalities has benefits on both sides… disincentivizes the externality and raises tax revenue. seems like a win/win

I don’t know why penalizing is charged here. You’re being financially penalized for driving in the congestion zone.
