I've been wondering, what kind of premium will there be on non computer cars in the future? will they be be outlawed due to 'safety' concerns. how does everybody feel about being tracked 100% of the time.

None, every major auto manufacturer has tons of electronics wired through the car. You need to get something before the 90's, ideally in the 70s, if this really is your only desirable trait. The issue then becomes the horrendous gas mileage and car safety.
