I almost never trust a rating system that includes decimals, high degree of variance there, rarely consistent

I don't mind it for IMDb. It provides a nicer stack rank suitable for the size of the population being ranked (all movies ever made).

Are the decimals on the individual rating level or as an average of the aggregate?

Yeah I think having decimals as part of an average is a good thing, let’s the data sort itself out

I just don’t trust individuals to maintain a consistent methodology when rating down to the decimal

Oh I see what you're saying. Yeah likely the score is an avg and the rating is not decimal. Don't know specifically.

I agree that binary or scale to 4 are good.
