Yes, unless you ask someone who teaches etiquette for a living

why would they not be honest and say yes? I’m not sure I understand the motivation to conceal the protocol

An etiquette teacher, insecure about their professional importance, would probably say that all protocol is a subset of etiquette

this position is interesting to me cuz it’s so existential. I’m sure there are cases where the etiquette is anachronistic and leads to insecurity but I much more understand the teacher who believes in the value that etiquette (and thus the protocol that births it) provides… even if it’s just ritual
