it's exactly for what you're asking! I only found out about it two days ago.

I actually use Cursor to write it. I make a prompt like:

"make me a .cursorrules file for my project. my project is a C project targeting the GameBoy Advance. It uses the Maxmox c library for sound. Make sure to only use C99 features."

etc.
