Are engineering roles open to US residents only?

I'm always interested in what the devops/IT landscape looks at places early on like this. I check all their career pages for IT stuff as I'm generally curious. From what dept it's in to what the expectations are.

Is it a couple folks holding the whole thing together. Is it contractor heavy with 1 person at the wheel. 

Are they super SaaS heavy? more willing to buy than build? Does everyone just use Google & Slack? (lol)

Having only experience from 1-2k+ person companies I've yet to be at a place quite like that.
