Some major updates to @nook

1. You can now filter any feed by power badge users only. Helps clean up all the spam.

2. You can now subscribe to push notifications for any feed. We will only send you notifications from power badge users for now.

3. Opt-in to personal notifications, again only from power badge users

A few people have been using this as a way to get high-signal immediate notifications on mentions for their project/product. I use it as well, and it lets me respond incredibly quickly to bugs or feedback.
