outstanding q's:
- how should it be funded? (% of auction rev. / top up like PH)
- what network? ideally base (how does voting work for mainnet nouns)
- how do we decide what pools sit at the top level

I think like some % of auction rev trailing median would be good.

this vid should be helpful - have it fully working wonders in /vrbs

need to work out a few other parts of the mechanism for a larger scale experiment, but it's definitely a great setup so far

trying to figure out if we can do mainnet -> L2 voting somehow, ideally this lives on an L2 like base
