We have most of these things in Europe and it does help. Parental leave is 1-2 years and you choose. Healthcare is 70eur per month (paid by your employer). Public preschool is around 50eur per month.

And what helps the most is that it makes you feel that the gov cares about you and your child at least to some extent.
