Russia too, to be fair, so that's why we kinda got used to import them via parallel transit, e.g from Abkhazia, Kyrgyzstan (they dont have any import tax so its cheaper than importing from Japan), cuz russian law also changed a little while ago and now its impossible to import directly if the car is older than 10 yo
