NIH overhead rate cut from 65% to 15% threatens university research infrastructure. Medical/life sciences face biggest impact as primary NIH funding recipients. Universities must either cut support services or find new funding to maintain labs, equipment and facilities. Smaller institutions particularly vulnerable.
